Hae for a long time. i started with a cheap mat cutter and that can be done, but it has been years ago that i invested in a good cuter (10 years). So thta cost Zi can't say , but get a decent one a humdrec or 2 on a cuter wiil save you much much more if you work at cutting and get good at it. My frames come from all over. I bought one at a discoung store, put the piece in a show and took the blue ribbon. I like the one Maria mentioned, graphic dimensions, overall is good for frames. i get wood frames and sand and varnish them myself at my craft store or in Jerrys catalog. When I mat I mat to a frame size say a 11x14 or 16x20 etc,??> So down the road if i want to frame this i can or the buyer can buy a ready made frame and not go throught a framer. it is not hard to cut mats , i am the klutz of the century and i do it so you can too. I've learned that I do "better" prints when I share them. The added motivation of knowing that they will be reviewed and investigated by print professionals encourages me to "dew my best". :-) I've learned that Hosho is much better for water based inks than Masa. I've learned that the best way to apply ink to the block is slowly, not quickly. That time management is very, very important when printing. I've learned to have more than enough ink on hand so that I don't run out in the middle of an addition. Sharper tools really do cut easier than dull ones.
